Automating Azure Landing Zone and Global Identity Deployment with GitHub Actions for Ramsay Health Care

 


In October 2024, Ramsay Health Care partnered with Versent to establish a secure, scalable, and fully automated cloud foundation in Microsoft Azure. A key focus of the engagement was leveraging DevOps automation to streamline the deployment of the Azure Enterprise Landing Zone and a Global Identity Provider. By using GitHub as the version control system and GitHub Actions for automation, Versent significantly accelerated the deployment process, ensuring security, consistency, and compliance across Ramsay’s global operations.

Ramsay required a cloud platform that could support global data-sharing initiatives while remaining extensible and scalable for future workloads. The solution needed to be deployed rapidly, without reliance on regional entities’ existing people, processes, or controls. Additionally, identity governance had to be centralised, with a seamless integration model for applications across multiple regions.

Versent designed and implemented an Azure Enterprise Landing Zone using Infrastructure as Code with Terraform, fully managed through GitHub repositories. GitHub Actions enabled automated pipelines for testing, validation, and deployment, reducing manual effort and ensuring consistency across environments.

Key components included:

  • Version Control & Collaboration – All Infrastructure as Code and configuration management were maintained in GitHub, ensuring clear versioning, auditable change history, and streamlined collaboration.

  • GitHub Actions for CI/CD – Automated workflows were implemented to validate Terraform code, enforce security policies, and deploy infrastructure changes efficiently.

  • Automated Security & Compliance Checks – Every pull request triggered security scanning, policy validation, and linting against Ramsay’s governance framework.

  • Multi-Cloud Private Connectivity – Using Azure Private Link, VPNs, and split-horizon DNS configurations, the ELZ integrated securely with AWS and Google Cloud.

  • Global Identity Provider Deployment – Microsoft Entra ID was deployed via automated pipelines, enabling single sign-on, multi-factor authentication and secure governance.

  • Application Onboarding Automation – Regional entities (Australia, France, Sweden, Spain, and the UK) followed an automated process for integrating applications, reducing manual intervention and accelerating adoption.

 

The DevOps automation framework drastically reduced deployment timelines. The Azure Enterprise Landing Zone was delivered within weeks instead of the 3–6 months typically expected for a customised ELZ. Infrastructure changes were securely tested and deployed via GitHub Actions, ensuring compliance with Ramsay’s security and governance policies.

By leveraging GitHub Actions and a fully automated DevOps approach, Versent enabled Ramsay Health Care to build a secure, scalable, and compliant Azure foundation. The automated deployment of the Azure Enterprise Landing Zone and Global Identity Provider streamlined cloud adoption and identity governance, setting the stage for future growth.
